Mr. Hermance designed the Snowmobile Law Enforcement Course for the New York State Office of Parks, Recreation, and Historic Preservation about 30 years ago at the request of then Governor George Pataki. This is a one week course that teaches Snowmobile Accident Reconstruction, Investigation & Safety as well as Laws, Outdoor Survival, and Ice Rescue. Mr. Hermance teaches the Reconstruction, Investigation, and Safety portion of the course. Since its inception, Mr. Hermance has taught course for the U.S. Forest Service in northern California, as well as the States of South Dakota, Wisconsin, Michigan, Maine, New Hampshire, Vermont as well as up in Canada. The course is usually attended by Sheriff's Deputies, DNR Wardens, DEC and Environmental Officers, State Troopers, as well as officers from police agencies who enforce snowmobile laws and handle snowmobile accidents. The course covers estimating snowmobile speed, trail design, human factors, Parallax, Tinted Goggles & Face Shields, crash avoidance, kinematics, riding procedures, Total Stopping Distance, Headlights & Vision Groomer Operation & Safety, Trial Preparation and Exhibits, scene & vehicle examination/documentation, scanning and measuring equipment, and kinematic issues related to Snowmobile Accident Reconstruction.
